I changed it to that. Didn't seem to make a difference.
Guessing, but try and hit the url manually, you might have been
banned. If so, take local copies of the dtd and use a catalog.
By manually, do you mean downloading a copy of the dtd and referencing it that
way? Never done that, but i'll look to see how to do that.
