Yes, there's been at least one handheld electronic device with a
built-in xsl-fo egine.

The non-technical thing is an XSL-FO Working Group at W3C (XPPL WG) with
three people in it, and publishers demanding features not present in
XSL-FO 1.1 but happening fast in CSS.
