We (on the XSLT side) once encountered a case where there was ambiguity
as where a definition ended, so we changed the notation to make sure
that didn't happen (though it causes some problems because we can't
handle a multi-paragraph definition). WGs typically do such things
without asking other WGs for permission/consensus.
