Yes I was going to suggest same (this like most of the other solutions,
including the one below, includes the assumption that the from values
are unique (that is, each website is only listed once).
If you are calling the Xpath from XSLT another solution is
map/*/key('to',@to)[2]
with
<xsl:key name="to" match="singletonMap" use="@to"/>
