Sorry, but the download link doesn't resolve:

  http://www.saxonica.com/saxon-c/saxon-c/libsaxon-HEC_jetpdb.zip

Sorry, done in haste.

Since Excelsior Jet is a commercial product, under what terms can Saxon/C
be used?

Saxon/C is dependent on the Jet run-time, which is free-of-charge but not open
source, and has some restrictions regarding use in "embedded systems" (whatever
those might be). Building the product requires a Jet development license which
is also proprietary, though available free of charge when used in conjunction
with open source software.

Inevitably there will be some users for whom these terms aren't liberal enough;
that's life. For many years Saxon was dependent on the Sun Java run-time, which
was also free-of-charge but not open source, so I don't see it as a big change.
