Possibly. However, if AOL were to say those senders who are
white listed, or who are applying to be white listed with
AOL something like:

As part of its ongoing efforts to improve network security
and its user's experience, AOL is implementing Certified
Server Validation (CSV). We urge all bulk mailers and
internet access services who are presently white listed
with AOL or who are seeking white listing status with AOL
to review this protocol and take the appropriate
implementation steps. For more details:

At the same time, let it be known within the ISP and
marketing industries:

* We are implementing Certified Server Validation (CSV).
We encourage all bulk mailers and internet access services
sending mail to AOL to also implement CSV as appropriate.

Presuming you are satisfied that CSV does what you want:

* Set up a 'special' white list for those senders who have
published CSV records and indicate you plan to merge this
with your 'special' white list for those senders who have
published SPF records.

I believe that would get the ball rolling. As the saying goes,
"your wish is my command" :-)
