version must be specified as well.
I fear that PDF shares a very obnoxious property with the Word
document format: the presentation form of a single documented,
interpreted by the same application, can change over time.
So if PDF is used, some constraints have to be imposed: The PDF must
be created by the RFC Editor, and it must not contain certain elements
(JavaScript and the like).
