Jarkko: please add this to the top priority bugs. A program that goes
into an endless loop in C code on a harmless Encode::decode() call is
certainly a showstopper.
I suspect (in the absence of the data) that the data file is "invalid" in some
way and that current decode mistakes that for "incomplete character"...
