[fetchmail]Read-only CVS access?

I was unable to find the CVSROOT setting necessary for read-only CVS
access on the fetchmail home page or via a Google search.  If the
repository is available for public read-only access, can someone point
me in the right direction?

I would like to build the latest CVS under Cygwin before the 6.0.0
release.  And, in the future, to have the ability to generate patches
against CVS instead of the previous release.
