I agree with this.  My previuous objection to Sunil's patch was mistaken.
It's OK to fall back to auth passwd if an authomatic attempt to use STARTTLS
fails, through not if the user had explicitly *spoecified* STARTTLS (Sunil
pointer out that there's no way to do that).
