I have registered the cygwin dll and got it working.
If you are using fetchmail-5.9.6-win32-setup-v1.0.1 under Windows 2000
(and possibly XP), then the following should be of interest:

Note that the official Cygwin fetchmail-6.2.1-1 package has already been
patched to address the above issue.
BTW, the "FETCHMAIL for Win32" package:
http://spt.free.fr/fetchmail/fetchmail-5.9.6-win32-setup-v1.0.1.exe
is violating the GPL (due to omitting the Cygwin source) and Microsoft
SDK licenses (due to redistributing srvany.exe).
I have already notified the author of the "FETCHMAIL for Win32" package,
but I haven't got around to Microsoft yet... :,)
