Of course this is already included in my patch ;-)
If the file exists, fetchmail shows a syslog message that explains why
the collection is skipped.
How about backing it up with a (maybe daily) email to the postmaster (or if
it's a single drop account the account)? That way people get the reminder
in the place their most likely to notice it. From experience too few people
pay any attention to logs.
