Greg is proposing adoption of a 'magic bullet' solution to the
header character set issue, in order to get something done quickly.
My reading of the group tone is that that solution to the character
set problem is not receiving a reaction of 'by gosh, that's a wonderful
idea' or even receiving 'by gosh, that's ugly but it certainly will get
the job done adequately.' As such, it doesn't seem to quality as a
magic bullet.
Any assumption that it will serve as a short-term solution requires
careful reconsideration. Short-term is measured in years or decades.
