latest draft of header-charset proposal

The latest draft of my header character set proposal can be obtained
via anonymous ftp to cs.utk.edu (128.169.201.1) directory readonly,
file draft-ietf-822ext-msghead-00.txt.  This is identical to the version
that I submitted as an Internet Draft yesterday morning.  I'm making this
announcement for the benefit of those list members who will be leaving
early for Santa Fe, in case they want to obtain it and read it before
the meeting.
