This has been discussed before, and at great length. Please review the

To answer the question, no, other encodings are not allowed, at least not
if you want to conform to the specification. Practically every implementation
I know of will probably allow for other encodings, but you are not operating
in a standard and interoperable way if you use a nonstandard encoding.
