Re: General type parameters

I've thought about this, but haven't done it yet.  I think these can
evolve in practice and with new RFC's, the way that RFC 822 headers have.

I'll be releasing a new draft today or tomorrow.  I think you'll find it
much better in general -- it incorporates a LOT of your suggestions.  I
