Portable end-of-line deleted from base64

The portable end-of-line (or out-of-band record separator) has been deleted
from base64 in the latest draft. Such a capability still exists in quoted-
printable, however. Why has such an asymmetry been introduced where perfect
symmetry did exist before ?????

(In quoted-printable, it is possible to tell a record separator (CRLF) from
an occurrence of x'0D0A' in the data (=0D=0A) - this is not possible in
base64, so the choice of encoding method is constrained by what is to be
transported - is this the intent? Worse, some things received in quoted-
printable can not be recoded in base64 without information loss.)
