Sure. Shouldn't we create a new WG to discuss the issue. Or does such
a WG already exist?
I think IETF should discuss character code in general for, say, whois
database service, which can not be covered by MIME.
BTW, whois database in Japanese language is already in operation as a
formal service of JNIC. Try
% whois -h nic.ad.jp. mohta
and you will get strings with escape sequences of ISO 2022.
