I'm not as excited about it as I probably sound, but my worry is
that even though I think I know a character set when I see one

The real problem is the choice of the word "charset".  I vaguely
recall protesting at the time that this word was introduced, but it's
probably too late to change things now.

Personally, I would have chosen the term "charcode".  I.e. the
"encoding" used for "characters" in the body-part.

In many circles, notably ISO circles, the term "character set" refers
to an abstract set of things, not a set of codes (numbers).
