One of our problems on the USEFOR list is that the man supposed to be
editing the drafts has been ill, or absent, or silent, or whatever. Not a
satisfactory situation, but that is our problem, not yours.

But it does mean that the draft you are likely to have seen is way behind
our current state. Would it be useful for me to post our current
MIME-related part to this list? Note that it still contains the
application/news-message proposal, but my next job is to insert a huge
meta-comment at that point to say that it is subject to further review.
