system or when performing final delivery. I've seen cases recently where a
message was converted several times. And it has actually been a while since
I've seen a conversion that was done incorrectly.

Is upconversion actually allowed by RFC 2821? Because it will break any
PGP/MIME signature, and may even break Content-MD5 for the reasons we were
discussing last week.
