My sense of the major focus of concern in the current discussion is between
official, formal, standardized reservations, versus those that are outside
of such processes. That is, the focus is about the authority behind
specific entries.
I would characterize this somewhat differently. It's not so much a
matter of "authority" as whether or not an extension is deployed
without a specification that has been subjected to community review
and gained consensus. I see IETF as more of a mechanism to facilitate
such review and gauge consensus than as an "authority".
