This specification defines registration procedures for the message
header fields used by Internet mail, HTTP, news and other
applications.

We've tried to take account of the various concerns that have been raised,
though it's clearly not going to be possible to completely satisfy everybody.
The main change is a refactoring into a permanent registry and a
provisional repository.
Admission to the permanent registry must satisfy uniqueness criteria, and
publication of a persistent document by a recognized open standards
publisher. This effectively ensures a community review without getting
into the details of duplicating existing review procedures.
Admission to the provisional repository requires a specification,
notification to a common mailing list and a review period. We think this
is plenty to allow the more egregious possible abuses to be blocked while
maintaining what is essentially an open listing.
In this, and numerous smaller changes, we believe that the concerns
expressed have been addressed or mitigated, while maintaining a lightweight
process that in normal use will not be a drain on IESG or IANA resources.
