Hands up anybody with a threading mail reader that threaded my reply as a
followup to yours (and hands down if it didn't).

CrossPoint didn't unquote (no surprise here), but Perl  
Mail::Address->parse didn't normalize it, either.

So it looks like implementation of this "feature" is pretty patchy.

In the Usefor draft, I have now excluded all un-normalized message-ids
syntactically (compliant software simply must not create them - not that I
suppose anyone short of Hipcrime would want to try). So that is how it
will be unless the folks on the Usefor list decide otherwise.
