I encourage you to raise these issues in the USEFOR working group.  I and
a few others have been trying for some months, but in a recent straw poll,
this viewpoint lost in favor of raw UTF-8 in headers, and the current
prevailing belief is that the issues are not significant enough to warrant
another course of action.

I and others have also tried to raise the issue of IMAP as a protocol for
reading Usenet messages, and have been met with disbelief that anyone does
this (even though we'd pointed out that we knew it was done) and complete
lack of concern for the effects on such systems.

At this point, I'm too discouraged to continue this aspect of the fight.
