You have a strange way of paraphrasing things. Even though we may (and do)
stand back in disbelief at the failure of Email (and now IDNA) to use
UTF-8, we have NO intent to "force mail to use utf-8", so I don't know
where you got that idea from. We are committed to ensuring that any Email
that comes out of Netnews is compliant, insofar as it is possible to do
so.
