Like it or not, one of the things RFC 1036 standardizes is the interoperability
of and ability to gateway between netnews and email. And this capability has
been used to advantage in IETF protocols like IMAP4, which has facilities
explicitly intended to accomodate netnews. This has led to countless
implementations of news<-->email gatways and IMAP4 servers that can access
news. [...] They exist in abundance and are based
on IETF standards, and therefore cannot simply be dismissed as irrelevant.

Well then maybe the IETF needs a reality check too.

A gateway that will not transparently support 8 bit data in headers will _not_ be able to transport the usenet traffic as it is now.

This gateways either can't fulfill their duty, or can not be based on strict conformance to IETF standards.

For exemple, the tw.bbs.* subnetwork is fully relayed to a network of bbs, but supports 8 bit data everywhere in header, even in the 0x80-0x9F range ! About every single message subject is using 8 bits data.

So it would be useful for the IETFT to consider that some of the standards are not used today (namely RFC2047) and doing this would in my opinion show some very clear reasons _why_ they are not used.
