Given that people have been sending 8-bit data in headers for years

releasing a standard that mandates UTF-8 will cause them to start
paying attention to standards again?
People disobey the 7-bit standard. You leap to the conclusion that they
are, as a rule, not paying attention to standards, and therefore won't
pay attention to the next standard. Wrong. The reason people disobey the
7-bit standard is that the 7-bit standard sucks.
