I fully agree with that. However, a PKI built for signing can
easily be turned into a PKI for encryption by the end users by
using publicly known cryptographical methods.
Thus, a government interested in prohibiting encryption/privacy
has to prohibit digital signatures as well. That's the problem.
This means: You cannot presume that use of signatures is
unrestricted everywhere.
