I don't see that "intent" of the sender is really a factor one way
or another.
It's a huge factor, because the motivation of the sender produces
detectable differences in the way he/she gathers recipient addresses
and sends mail. This is empirically proven, today, with my simple
"tempfail-first-time" heuristic.
No, by your own numbers, that's empirically suggested for only 20% of spam.
