dollars to build legitimate lists through their websites and POS and they
will not voluntarily chop it in half just because someone didn't 're-up'.

Sites like ours block sources which generate more than some threshold
of "User unknowns" w/in some short time-frame so although you're right
the downside is that those marketers will just find themselves blocked
entirely, in our case in real-time.

This
approach is not practical and has no chance of being adopted.  

I think given the above, that more and more ISPs will only allow you
so many (perhaps a small percentage) of user unknowns and then boom
you're blocked I suspect the idea takes on a more practical value.

7.     Some might complain that this type of system will cost a lot more
money, but I'm not so sure that is true.  The low risk lists will cost
the bulk emailer below average costs and they will probably be able to
charge above average fees and that can pay for the expense of making
sure the lists are clean.

A:  The email marketing business is highly competitive, making this final
assertion/suggestion also less than practical.

Again, add some automatic blocking based on too many user unknowns and
the email marketing business might sprout some IQ points, or go away.
