How can you have it both ways? You either receive email from strangers or you don't. Those who want to recieve mail from strangers can simply not block any email, or continue to use filters. Those who don't, should be able to require verifiable identification through some means.

If one's bread and butter dependes on receiving email from strangers, then they need an open mail box. Most (I believe a very high percentage) of email users don't depend on email from strangers for their living.
