The idea of charging isn't all that difficult, you just have to find
an amenable model.

For example, you charge a sender to put email INTO an end-user's
mailbox (or not, feel free to accept mail directly into your own
system for free.)

No payment arrangement, no delivery.

Then just allow some free amount which covers most personal usage by
metering the inflow.

But one source sends more than, say, 10K msgs in a month, some
threshold, tell them they pay from here on or you drop all their mail
on the floor with the understanding that continuing to try will be
billed also (USE CONSTITUTES ACCEPTANCE OF TERMS) and bills pursued.

Reserve the right to make exceptions for any reason without
explanation (e.g., if you wanted to let the recent FTC responses
through.)

Now you have an economic incentive to go after spammers, and good
legal basis (theft of service, wire fraud, etc.)

To simplify matters turn it all over to a service to take care of the
billing etc.
