This proposal is made quite often, but I cannot see how it
would work.
SMTP does not require the participation of any ISP other than
for the transmission of packets.

In the proposal put forth by William Dnes, there would be a parallel
business email system based on charging. The two systems will interoperate
as far as business email can be sent to personal mailboxes but not vice
versa. In other systems, a centralized registrar is used.
