User don't care, regardless if they have the opportunity or not. So
a pull system will change nothing to the good in this regard.

If you want a pullsystem today, pick a random forum product
like phpBB, ultraboard and many others, post a message to the
forum and have the forum send out a notification that there is
a new message. Use it for a while and one will notice that it
is not handy and there is still a message to be delivered only
now it only contains "get your spam here" instead of the direct
link along with the content :)
