Because they aren't always provided by the same company.
This is exactly the same problem we have today with backup MXes
and their anti-spam or anti-virus implementations. This is also why
many spammers choose to always route their spam through the backup
MXes, under the assumption that they will be less well protected than
the primaries.
There's nothing new here. However, this is an issue that we need
to keep in mind.
