This is a fine plan. In fact, it already has a name -- it's domain
keys (with an implementation tweak that ISPs rate limit their retail
customers' mail, which is a reasonable idea on its own). Each domain
signs its own mail, the keys to check the signatures are in the DNS,
and recipients can do whatever they want with mail signatures.
The critical thing to add is metering all around.
