You're quite right.  I was relying on someones incorrect description of the
European Court of Justice decision against the German postal service in
cases C147/97 and C148/97.  Your email has made me go and look up the case,
and of course it turns out to be totally irrelevant to terminal charges
(which my informant told me had been abolished within the EU, citing these
cases as evidence for it). That'll teach me to check the references when
someone gives me news.  If I'd though about it properly, I would have
realised that operating without terminal charges within the EU would have
been impossible from 1 Jan 2003 anyway (when postal service liberalisation
was supposedly enforced).
