It's their dsl customer, why wouldn't they?
Now, just like blocking port 25 etc some ISPs might choose to not
publish SPF records for their dynamic and static pool customers.
But that's nothing to do with the SPF spec, per se, and my guess is
that without some external force (unlikely) you'll have billions who
do, and billions who don't.
