You're going to have to define what "filing" means, and perhaps realize
that whatever "filing" is isn't mutually exclusive with bounce or
reject.  I would suggest that silent blackholing (or even quarantining)
isn't acceptable, because there's no means of discovering false
positives (except out of band - eg: the phone).

I'd also suggest that letting the email through with a "spam tag", or
sticking in "junk folders", or the like is poor in general - because in
reality, the recipients don't look.

My personal opinion is that the "gold standard" is reject + quarantine +
per-recipient-configurable quarantine notification.  Because that's what
we do ;-)

For the purposes of the BCP, tho, that's way beyond the level of detail
I think you're intending - it's changed it into a different question
with a far broader scope.

First and foremost, this simple message is the one you need to impart:

"thou MUST NOT bounce".
