I think that this I-D would benefit from additional paragraphs of 'stating the
obvious'.
Specifically, you assume a detailed knowedge of what a DNSBL is and make
reference to various fields therein; I think you should summarise in two or
three sentences what DNS records there are likely to be containing what data.
Second, perhaps before that, you should explain who uses a DNSBL and how, even
though, or perhaps because, such people are not the target audience - currently
you only mention the why; again one paragraph of two or three sentences.
Finally, you assume a detailed knowledge of (r)DNS and zones - again, I think
that you should explain more and include a normative reference to the relevant
RFC.
I think too that most of your existing references are normative, ie something
that must be understood if the I-D is to make any sense.
