That's quite correct. I say "quite" because SPF provides for various
levels of results, without mandating any particular behavior. However,
the quickest behavior, reject on fail, does not allow to examine the
message headers.

Beware of the word "quite". It can mean "totally" or "partly", depending on context. For example, the term "quite correct" means "absolutely correct", but the term "quite good" could mean "good, but not very good"! The OED thinks that the "partly" meaning is rare in North America, though.
