no, it "just" means that the MTA has to transmit multiple copies of the same
message to the same SMTP server, differing only in their signature and bcc
header field.
And this breaks existing email functionality (the multiple recipient
optimization) which contradicts one of our goals.
Only for bcc'ed recipients, which is a marginal case. And arguably this
is how Bcc should work even without a signature - every bcc'ed recipient
should get an indication that he received the message because it was
bcc'ed to him.
