Yes, s/MUST/SHOULD/ makes sense, e.g. if a MUA behind IMAP
wants to check signatures. Editorial nit: Splitting 3.5 in
subsections for the various "field types" could be a good idea.
I'd also prefer "parameters". While talking about the header
"field" has a well-known meaning, "field types" within a header
field are confusing.
OTOH it could be also confusing if these "parameters" don't
behave like MIME parameters (wrt "quoted string" etc.), maybe
a matter of taste.
