Yes, with a note that if the IESG tells us they want something other
than SHA-256, that's fine.
I always strongly resist spec language that tries to anticipate the unknown
future.
At best, it is useless. At worst, it confuses things.
If/when the language needs to be changed, for whatever reasons, it will be.
