Jeff, an identifier that's not bound to something is useless. It's
like "Mike" just bouncing around the aether. Until it binds to
something, it's not providing anything useful and certainly not
something you'd want to alter the message disposition.

It is bound to 3 header fields. To, Date and Message-ID.

Folks, this thread is out of scope.  It's a horse that was beaten to
death years ago, and it left the barn door open until the cows came
home.

We are not going to change the scope of the DKIM signature, certainly
not to that extent, and it's just a waste of brain cells to think
about it.  Please don't make us waste more brain cells than we already
are.
