We tried policy, and couldn't make it work. It's time to spend all this
energy looking at something else.
To be more specific, we tried self-assertions of policy, which don't work.
We haven't done anything with credible third party assertions other than
DNSBLs ("their policy is to send spam") and some ad-hoc things (eg, in a
Spamassassin config, "paypal.com signs everything"). Those seem to me to
be a plausible area for work. But they're definitely not ADSP.
