Your impression is quite in error.
I'm behind working on amendments to this draft because of work on getting
DKIM ready for consumption (both the drafts and a first implementation).
I've got time now to come back to it.
I also received Bruce's "review" of it, but haven't yet completed my
response. I'm also not on ietf-rfc822, so if there's been further
discussion of it there, I've missed all of it.
