The DKIM signing policy is much more of a public notice than a "negotiation", IMO.
I thought that the policy publication aspect of DKIM applied to the handling of UNsigned messages. To process a signed message merely requires publication of the key. As such, the DKIM's use of a policy publication mechanism is incremental, rather than fundamental.
