I thought that the policy publication aspect of DKIM
applied to the handling of UNsigned messages.
There is the matter of the "third-party signature" authorization which could
require a policy lookup even for a signed message IIRC.

which part of the spec are you referring to?
offhand, i don't think it's needed. the policy of delegating to third parties
is administrative, not protocol-based.
that is, if i delegate arvel.bbiw.net to you, either it validates under
bbiw.net
or it doesn't. it requires no "policy" publication for others to query.
